Catalytic Housing Study

A development feasibility study, initiated by PWA, and commissioned by the City Heights Community Development Corporation was conducted to determine whether “Huffman” style housing in the City Heights area could be rehabilitated for the purpose of building multi-tenant affordable housing for the area. Three scenarios were considered: Rehabilitation, Renovation and Demolition/Redesign/Rebuild. The challenge was to find a way to provide clean, safe, healthy and affordable homes for many thousands of very low and low income families living in City Heights.
